OBSTACLES TO REFORM
The Judicial Branch controls the government. Under the doctrine of "judicial review" they have the final say in healthcare policy, taxes, education.. everything. Judges.. i.e. lawyers, are the only profession not licensed by the government. The American Bar Association has that authority. This has resulted in an epidemic of corruption.

Pennsylvania House of Representative Bill on Judicial Funds
Being introduced into the Pennsylvania Senate on Judicial Merit Selection – submitted by Phila. District Attorney Seth Williams. Falls short of just about everything. Merit selection is still a biased procedure that can be bought by lobbyists. What the State really needs is shorter term limists for judges, judicial oversight and court administration transparency.
